The Windows 10 ARM64 was spotted by users on Windows Update servers. The ARM64 files were however attributed to different SKU’s which are further separated by different Windows 10 operating systems. Apparently, the builds are part and parcel of Window’s Unified Update Platform (UUP) and all the files together will be bundled as an ISO for each version of the Windows 10 OS.

It is most likely that the files have been included in the Windows Update Servers for Windows Insiders across all platforms. That being said Microsoft has already stated that the Windows Phones will not be included for the Windows 10 on ARM.
